I found out why my standings were decreasing:
the mission "Soft Drink Wars".
I get a standings decrease with the Minmatar Republic if I kill the merceneries that guard the anti-minmatar thief.
Even the mission description is talking about "helping our [gallante] friends. The mission cannot be completed without killing the merceneries.
I've done the mission twice now, second time to make sure that the mission is indeed the cause, and if there was any way to avoid killing the merc. IMO, there is not.
Conclusion: mission is bugged and should be avoided.
